Bacteria such as Salmonella or Listeria monocytogenes can survive in a “dormant” state for several months.

In practice, this means that a frozen product is only safe if it was safe before freezing. If the raw material is contaminated, the freezing process slows down the activity of microorganisms. The risk to health appears in situations when the product is defrosted and consumed without thermal processing, or when the baking process does not ensure adequate reduction of microorganisms.

Legal framework – microbiological criteria for frozen food

In accordance with the Regulation on general and special conditions of food hygiene and microbiological criteria for food (Official Gazette RS 30/2024), each food product must meet specific requirements during the production phase and throughout its shelf life. An effective HACCP system implies the implementation of a comprehensive hazard analysis, taking into account the specific characteristics of frozen food products, as well as the risks that may arise during their production, storage, distribution and trade. In the European Union, this area is regulated by Commission Regulation (EC) No 2073/2005 of 15 November 2005 on microbiological criteria for foodstuffs.

The key issue lies in the fact that frozen products often operate at the intersection of categories. This applies especially to the confectionery and bakery sectors. It is precisely here that a gap emerges between technological assumptions and actual usage methods.

Validation of technological processes in relation to microbiological safety

In practice, it is often assumed that heat treatment, i.e. baking the product, represents a sufficient control measure for the elimination of microbiological risk. However, the effectiveness of this procedure depends on a number of process parameters, including the temperature in the central part of the product, the duration of heat treatment, as well as the physical and structural characteristics of the product itself. If the central part of the product does not reach the appropriate combination of temperature and time required to inactivate the microorganisms present, there is a possibility of their survival and retention of the microbiological risk.

How to minimize the risk?

Product classification: if there is a possibility that the product can be consumed without proper or complete thermal processing, it should be tested as ready-to-eat (RTE) food.

Verification of the production process: regular microbiological testing is necessary to confirm that the applied process eliminates the risks. A sample taken after heat treatment must confirm the effectiveness of the adopted technology

Defrosting control: the defrosting process is an important point from the aspect of microbiological safety. In the “danger zone” (4–60°C), pathogenic bacteria multiply rapidly. Controlled defrosting in refrigeration conditions is a key safety standard.

Safety of frozen food – conclusion

The safety of frozen food products cannot be observed within the individual stages of the process. It is a result of a continuous control system that includes the entire production and distribution chain – from the quality and microbiological integrity of the raw materials, through the production, freezing, storage and distribution processes, to the proper handling, preparation and use of the final product. Each stage of the process can have a significant impact on the final level of product safety.

Practical application of microbiological verification

Microbiological verification in practice involves checking the effectiveness of the baking process and the defrosting conditions, along with appropriate testing of raw materials and finished products. With timely control, it is possible to confirm the product’s compliance with prescribed food safety requirements and identify potential risks.

If you need testing of raw materials, analysis of frozen products or testing of hygienic conditions in the production or preparation of food, contact us: splaboratorija@splaboratorija.rs

Frozen products are often perceived as microbiologically stable due to the freezing process.
